How do I get rid of the swollen area around the eyes of my dog?

So I have a dog bolognese and it has been about two weeks since the area around the eye has become swollen. The swelling in the area around the eyes are reddish pink. Do not know if it's because the stains tear, which is worsening, as well. I try to clean, but in about one hour spots appear again and maybe that is affecting the swollen area. I'm not sure if it's allergies. I want to take to the vet, but I'm down on money and I'm not sure if going to be expensive. If no home remedies then I have to take go get checked out. Please, any advice is useful! Thank you!

I am very Leary answer questions about veterinary issues, but I would recommend a visit to the vet. Most offices take care of credit, low or no interest payment plan for veterinary procedures. My best guess would be allergies. I have a Rottie that can not be outside for more than a few minutes at a time during the spring. If you can not see a vet, look for the recurrence of the same, and have into account the weather conditions. (ie wind, rain, and other issues).
